Classification scope and review notes

Pure Fortran regular expressions by Edward Higgins, distinct from perazz/fortran-regex already selected under fortran-regex. The main checks matching and nonmatching anchored decimal measurements, matched substring, comma/space splitting and replacement. No source edits or native regex library. Pattern whitespace is ignored unless escaped; the author documents missing capture references and other features, so PCRE compatibility and all patterns are not claimed.
